modified: source/inlprog.c

-moved usb device operations into usb_operations module
new file:   source/usb_operations.c
new file:   source/usb_operations.h
	-creation of usb_operations module
	-currently handles libusb open/close and retrieving INL retro-prog
	usb handle.
